Exactly one year and one day ago, today Switzerland experienced a CO2 crash2Submission in the referendum. The panic was complete. If you’re reading the papers right now, hangovers and pessimism about energy issues are ubiquitous. But Bundesburn quickly recovered by dividing the energy strategy into divided and more efficient subprojects.
We have never seen that the Federal Council has so quickly drawn up new and understandable sub-proposals for a comprehensive strategy from the rubble of a failed referendum and prepared them for Parliament. However, many different media professionals and politicians have lost track of individual reporting and are now conveying a hangover mood.
Without naming the statutory tasks in detail here, there are about ten specific measures of sustainable self-sufficiency currently in preparation for the administration and Parliament:
– More than 12 billion francs to promote local renewable energies from solar, hydro and wind energy
– Agreement on 15 reservoir projects in the “Hydroelectric Round Table” by NGOs, cantons and industry
Over 1 billion francs for these 15 new reservoir projects
Accelerate approval procedures for reservoir and wind farm projects
Cancellation of the permit requirement when installing solar energy systems on buildings
Relief for solar energy systems outside the construction area, for example in reservoirs or in the countryside
– 4 billion francs to replace old oil and gas heating systems and to renovate buildings
– Hydroelectricity reserve in reservoirs (immediate action by decree)
– Natural gas and natural gas emergency standby power plants from Germany
Financial rescue package in case of illiquidity of electricity supply companies of systemic importance
This week, in addition to the glacier initiative, Parliament will deal with the aforementioned latest bailout proposal. The 10 billion Swiss francs federal bailout fund is available in case the electric company encounters repayment difficulties as a result of its future electricity transactions (i.e. speculation) in the fully liberalized European electricity market. Because these works are systematically important.
However, one can effectively reduce this financial risk by limiting future speculative transactions for electricity or by forcing them to raise their own money, as is the case with major banks.
Since CO2However, the vote has transformed a new priority for climate protection: the geopolitical situation compels us to prioritize the security of supplies. I would like to talk about a paradigm shift. Not many people realize this yet.
For years, the “fantasy” of electricity imports from Europe has been deceived, according to former energy manager Edward Keener. It is now clear to all experts that it is unreliable for energy supplies from Europe – with or without the electricity agreement. All of Europe suffers from a shortage of energy. Mutual obligations for the electricity supply of the European Union countries are considered dead paper in the event of a shortage. In the event of an energy shortage, every country looks at itself first!
Companies and organizations are now considering installing their own emergency power systems. Yet all energy theorists and many politicians forget that the biggest bottleneck in energy investments today is the lack of experts in practice who can carry out tens of thousands of energy renewal projects pending in construction, from advice to installation. Without a qualification offensive by the federal government and associations at the level of higher vocational training, the investment goals are unattainable and the numerous subsidies are unnecessary!
The measures mentioned are promising, but they will not be sufficient in the long term. But in Parliament and assemblies, people drive the handbrake. And the extremes of the shrinking climate movement wouldn’t help much. Dogmatic landscape conservationists ban large-scale hydroelectric and photovoltaic systems. Alpine cantons freeze due to the unresolved problem of rebound. The general decree on electricity supply was wasted and was talked about in the State Council Committee for a year. The Oil Lobby as a Winner in CO2– Voting continues to use the Homeowners Association for siege operations. Swiss energy companies install giant PV and wind power systems only abroad. Covered with nuclear fighters, it prevents new alternatives. New, inherently safe, nuclear power plants may be an alternative later in the century. But before 2050, it is bound to be forgotten.
Dominators and skeptics dominate the energy landscape. Willing transaction will require wishing. But if the electricity in Switzerland or Europe goes out for just one day, climate policy and sustainability rhetoric is in the bucket. And if the blackout lasts longer, only politicians will be left: emergency law, emergency diesel power, and a freeze.
